When can a rainfall change be attributed?

Cloud seeding covers different interventions in different cloud regimes. Evidence for one method or setting does not validate every rain-enhancement claim. Attribution must contend with highly variable natural rainfall, trial selection, spatial dependence and the definition of the rainfall endpoint. Keep cloud microphysics, local precipitation detection and regional water benefit distinct.

Questions worth measuring

  • Was allocation randomized, and was the analysis specified first?
  • What cloud and weather regime was eligible?
  • Is the claimed change a local event, a seasonal total or a model estimate?
