The authors compare 18 electrically seeded West Texas clouds with radar-matched unseeded controls. Operational selection was non-randomized. They report increased precipitation metrics and describe an operating-cost estimate nearly seven times more expensive than flare seeding. The study motivates better controlled replication; it does not establish regional rainfall enhancement or a ground-based collector’s visibility performance.

- Was allocation randomized, and was the analysis specified first?
- What cloud and weather regime was eligible?
- Is the claimed change a local event, a seasonal total or a model estimate?
A simulation, chamber result, field observation and operational outcome answer different questions. Record the comparator, measured quantity and conditions before carrying a result into a design.
